1. TERMS AND CONDITIONS OF MEMBERSHIP

I , for myself, my personal representatives, heirs,  successors and assigns:
(a) agree to assume all responsibility and liability for  myself, my drivers, assistants, guests and crew for any and all damage or injury that may be caused by any or all of us or by our kart, motor, properties or possessions in any way arising from or during any use of WCKC’s facilities at any time.
(b) agree to be bound by all of the rules, bylaws and regulations of WCKC and agree that decisions of its executive members, its Board of Directors and  officials and their interpretation of such rules, bylaws and regulations will be absolute and binding.  I specifically waive any right of appeal, except and only to the Board of Directors of WCKC, or to sue or commence any legal action in respect of any such decision made in good faith by any such  executive member, Board of Directors or officials .
(c) acknowledge that motor sports and racing are inherently dangerous, as are the facilities for their purposes, and as a result HEREBY RELEASE, WAIVE and DISCHARGE  WCKC, its executive, directors and officials, and the property owner and the tenant, its agents, trustees, employees licensees and invitees from all personal injury, death or property loss whatsoever, regardless whether caused by the negligence, breach of contract or duty of care, whether statutory or otherwise.
(d) acknowledge that WCKC’s regulations at this date are attached, but that these may be changed by the executive members of WCKC at any time without notice, although reasonable attempts may be made to disseminate them.
(e) agree that if my membership application is accepted, I will receive a key for access to the kart track facility of WCKC. Before I receive a key I will sign a waiver form as  prescribed by WCKC from time to time, which  is presently in the form attached to this application for membership .At the expiry or earlier termination of my membership I will return the key to WCKC.
(f)  will ensure that access to the track  is limited to members only while I have accessed the track with my key, and in all  other aspects will comply with regulations made by WCKC from time to time, including regulations with respect to use of the key.

  1. WEST COAST KART CLUB PRACTICE RULES AND REGULATIONS (2017)
  2. General

1.1 ASN Canada FIA or any surviving sporting regulations are applicable and in effect.
1.2 These rules are to be considered as Supplementary Regulations for practice events at WCKC.
1.3 All WCKC practice participants shall be allowed equal access to the racing surface at WCKC practice events. Congenial personal conduct is mandatory at all times.

  1. Track Operation

2.1 The track direction is determined by the track direction sign and the Track Manager who will be responsible for putting the sign up in the correct direction for the appropriate days.  The direction of the track will be determined by the next race being held at the facility.  To clarify this matter and assuming the next race is the following weekend in the counter-clockwise direction, beginning on the Monday prior to the race coming up the track direction will also be counter-clockwise until the race event is over.  On the Monday following the event the track again will revert to whatever direction the next race is for the upcoming weekend. In the event the track is not in use over a weekend before a race, the track direction will be changed first thing on Saturday morning to the direction of the upcoming race for the following weekend.
2.2 Maximum of ten (10) karts on the track at any one time.
2.3 No competitive passing allowed.
2.4 No contact allowed.
2.5 All participants (i.e. drivers, mechanics and observers) to sign the “ Waiver of Liability” form prior to use of the facility.
2.6 Karts, ATVs, scooters, bikes, skateboards are not to be operated in the pit area or the track while the track is hot. Karts being pushed on kart stands to the hot pit area are not permitted to be running.
2.7 Karts are not to be operated under their own power in the pit area at any time.
2.8 Opening and closing the facility is the responsibility of every participating WCKC member. During non-operation, all gates and buildings are to be locked in a secure manner.  The last person leaving the facility is responsible for ensuring that the track and facilities are all locked up and secure.
2.9 Junior Drivers (Under 15) may, request junior only practice sessions. Remember junior racers can be very intimidated by faster senior karts, be respectful of their feelings.
2.10 Maximum time for any practice session not to exceed 10 minutes.

 

  1. Drivers, Mechanics, Observers

3.1 Non-licensed drivers may participate in entry-level classes; that is classes requiring a ASN license B, C or D. All drivers must be a member of WCKC.
3.2 Licensed drivers to observe ASN licensing rules for a practice event (i.e.: one license category higher).
3.3 Driver’s safety equipment to be as per ASN Canada FIA Sporting Regulations. Driver’s suits are mandatory. Rib protectors are mandatory.
3.4 ASN Canada FIA rules of conduct are in effect at all times.
3.5 Only Adult Driving Instructors and Parents of minors are permitted to enter the track in a safe manner and location suitable for observing a driver.  At no time is the karter allowed to stop on the track surface to communicate with the Driving Instructor or Parent.  All communications will be done in the grid or pit area. Driving Instructors and Parents must wear an appropriate safety vest at all times when entering onto the hot track for instructional purposes.

  1. Facility Care and Maintenance

4.1 All pits will require: First Aid Kit, Fire Extinguisher, Drain pan, garbage container/bag.
4.2 Trailer tongues to be supported. i.e. set on a board so they don’t dig into the pavement.
4.3 All asphalt surfaces are to be protected and kept free of debris at all times. It is also recommended that a tarp/carpet be placed under any area a kart will be worked on.
4.4 All fluids (fuel, oil, lubricants, cleaners, etc.) are to be removed from the facility on completion of practice.
4.5 All safety wire, tie straps, etc. are to be picked up and put into the garbage at all times.
4.6 Damaged kart parts, tires, used fuel containers and any other discardable material are to be removed from the facility on completion of practice.
4.7 Used tires are to be removed from the facilities by the individual(s) who used them.

4.7 Tent pegs are not allowed to be used to secure tents on paved surfaces.

  1. Tire Compounds

5.1 Unless noted otherwise due to concerns for the asphalt surface, all tire compounds shall be in accordance to ASN Canada FIA rules.
5.2 In order to prevent damage to the track WCKC Executive will have the right to determine what compounds can be run on the facility.
5.3 Tire treatment (ie: doping) is not allowed.

 

  1. Noise

6.1 Maximum kart engine sound level permitted is 82db as measured in accordance with WCKC specifications. All karts are to be equipped with an air box and an appropriate silencer. Note: Some engine packages may not require an additional silencer but it is the driver’s responsibility to ensure their engine does not exceed the 82 db level.
6.2 The following engines require additional CIK silencers or a silencer that is approved by WCKC.  The engines are: KF Series,  JICA, all 125 cc 2 Cycle engines, ICA, all shifter karts, and Tag engines except Rotax, and all other kart engines as determined by the WCKC executive.
6.3 Kart engines may be run from 8:30 AM to Noon and from 1:00 P.M. to 9:00 PM, motor cylce engines have to be shut off 7.00 PM.
6.4 Generators and compressors may be run from 8:30 AM to Noon and from 1:00 P.M. to 10:00 PM. Radios, stereos, etc. must be quiet by 10:00 PM. All generators to be turned off during drivers meetings.
6.5 All karts must use an air box with the exception of kid karts and 4 Cycle engines.  CIK classes must use CIK approved air box, F80 & F125 to use CIK or IKF approved air box.
6.6 All karts in the grids or pit area that are being warmed up must have exhaust pointed towards the track.

  1. Safety

7.1 At least one adult must be an observer during a practice event. That person must be equipped with a cellular telephone for communication with emergency services.
7.2 A vehicle for emergency transportation must be on site.
7.3 A first aid kit is mandatory.

  1. Membership

8.1 Annual memberships are family memberships and as such the spouse and all children under the age of 19 have practice privileges with each membership.
8.2 All drivers who use the WCKC facility must be a member of WCKC.  (See WCKC website for membership information). .
8.3 Non-members will only be permitted to practice at WCKC from Wednesday to Sunday if the Track Manger is present and the appropriate waivers, fees and membership forms have been paid for and completed to the Track Managers satisfaction.  Day pass charges are also applicable.
8.4 All members are required to contribute a minimum of 16 hours of volunteer time per year to maintain their membership.  The Track Manager will retain a Volunteer Work Log Book for all members. It is the responsibility of each member to ensure that their time has been properly recorded in the log book to count towards the requirements of their membership.

  1. Compliance

9.1 Membership is a privilege and is not a right.
9.2 Members who do not comply with the WCKC rules and or the WCKC Executive(s) may be subject to an immediate loss of their practice privileges or other sanction recourse.
9.3 Penalties of membership are assessed and adjudged by the WCKC Executive without recourse by the offender.
